James Madison said,
“I cannot undertake to lay my finger on that article of the Constitution which granted a right to Congress of expending, on objects of benevolence, the money of their constituents.”
Of course, on this day, we should also remember that he said,
“Americans have the right and advantage of being armed - unlike the citizens of other countries whose governments are afraid to trust the people with arms”
But then, it all comes down to philosophy, now doesn't it. Madison's seemed to be easily summarized;
“When government accepts responsibility for people, then people no longer take responsibility for themselves.”
