I have a Cal 20 in my collection of boats
The bolt passes through the hull and the interior liner.
I would guess there is a void between the hull and the liner.
Remove the bolt, grind away the affected area of the liner being careful not to damage the hull beneath the liner. Fibreglass to fill the void.
