If you are certain that the pontoon boat hit yours I would put a claim in on their insurance. Contact your marina harbormaster and ask them for documentation of their policy; usually everyone is required to provide insurance information to the marina. I would contact your insurance carrier and apprise them of the situation but don't file a claim with them yet. Let them know that if their carrier does not accept 100% responsibility you will ask them to work with their insurance provider to settle the claim. The reason I am saying this is because if you just call your insurance company; they will likely put the claim against your coverage and you will lose your deductible and it will go against your insurance coverage as an accident (your fault). It's pretty clear that the pontoon boat was not adequately tied; if it was one of the only boats that broke free.
Be prepared to wait a long while for a settlement. Do whatever needs to be done to prevent your boat from further damage; if that means hauling out do it now before the yards fill up with more severely damaged boats. You should be reimbursed for the haul out lay days in addition to the other fees because you were making your boat secure from further loss. Also take lots of pictures now so it is documented how the damage happened and the boat that damaged yours, how it was improperly tied, general state of the marina, etc.
