The main difference of the pilot house is that you have all the controls and instrumentation of the boat completely out of the weather (I have seen boats that have all sheet, halyard and reefing controls from in the pilot house). A dodger allows you to dodge out of the way of breaking waves and keeps the forward part of the cockpit a little dryer.
