That's not bad enough to worry about. What happens is that the stainless fasteners make a galvanic couple with the aluminum rail; which causes the corrosion. Keep the boat well rinsed after sailing to minimize the ability for the galvanic corrosion to take place. At some point you will be looking at a toerail replacement job; but that's probably 10 years away (the rail would need to be severely corroded and/or the hull/deck joint leaking.
