if it's open to the Atlantic, I don't see how they can realy enforce it, unless they limit enforcement to massachusettes registered boats
Up here in Michigan, they started requireing permits to use the parks, people complained because parks here are supposed to be tax supported, state got around that by turning it into a parking fee instead, then put up no parking signs on all the roads around the parks.
If they provide some benefit, I don't have a problem with stickers or fees, but here there realy isn't any advantage.
