Overall cost will be the lowest with mooring AND the quietest.
I have a 33 ft boat in Salem Harbor (Marblehead side) and here is what I pay per year to keep my boat.
Mooring (Initial Cost) $1200 - One Time fee to buy all of the hardware.
Annual Moring Service: $225
Mooring Permit: $130
Launch Service to From Mooring May 1 to Oct 31: $600.
Every two years, I need to replace a piece of the mooring hardware, so figure $200 for Upkeep.
Total cost: $1200 ish/year
Marina's will charge anywhere from $110 to $140/ft.
YC are additional monies to a mooring or marina.
Moorings have a advantage of cost and piece and quiet, but are "antisocial" in same respect. Also, the launch service doesn't run 24/7, so if you want to leave at say 7 in the morning, you need to either stay overnight the night before or dink your way to your boat.
Marinas are considerably more costly, but have the social aspect, the convenience of a 24/7 dock and land facilities.
I am a cheapskate, so I have a mooring and really like it.
I am 5 minutes from open water on my mooring. Most places in Beverly and Salem will be also. One thing about Beverly waters, it can be shallow and navigable only in the narrow channel at low tide. If you have a deep draft boat, consider that.
