YOU seem to think the purpose of taxation is to distribute wealth. I dont. I think the main purpose of taxation is to pay for public goods that the private sector cannot provide - some examples are defense, roads, aids to navigation, etc. Of course, we also use it as a way to change incentives to do or not do stuff - an example is taxing tobacco since rumor has it smoking is bad for your health - Reasonable people can differ on whether that is a good idea, but none of this has anything to do with redistributing wealth.
