western Caribbean

Greetings everyone- We are contemplating going to the western Caribbean instead of the Windwards & Leewards because of our late spring departure from the panhandle of Florida. How safe is Belize and Guatemala for cruisers? Is the Rio Dulce safe to stay in during hurricane season? Any good spots in Belize for hurricane season? What do we need to do before leaving, as far as visas or other paperwork?....I am ordering Freya R.''s cruising guide. We loved Luperon last year, but the State Dept''s warnings would scare anyone away from Guatemala....Any thoughts on departure points, i.e. the panhandle of Florida vs Key West or the Tortugas to minimize the gulf stream effect? Any opinions would be welcomed.
Jim
