No Mr Facts R Us, Article I, Section 6 says the President doesn't have to sign a bill to make it law. Any bill passed by both Houses of Congress and unsigned by the President within 10 days after passage, and while Congress is in session, becomes law automatically.
Aside from which, Chuck's point wasn't to absolve Bush of accountability, but to show that the Democrats shared in that accountability. A fact you are bound and determined to ignore, regardless of reality.
