I would be surprised if the US doesn't have similar legislation.
While not required in US airspace, I went to the trouble of obtaining a Restricted Radio Operators License for myself and a Station License for my aircraft, should I ever decided to fly to the Great White North.

I suppose similar rules might apply for US Documented vessels as for US registered aircraft, but couldn't say for sure.
