When chasing down a leak on my cal (turned out to be a pintle mounting bolt had backed out below the waterline)
I determined there is a void between hull and liner. That crack does look like overtightening with undersized washers, but theres another older crack further outside. Does that crack run the length of the keel, or is it local to just that bolt? The nuts look relatively new which suggests to me that they were replaced, as with our Cal's there was a manufacturing issue whereby steel nuts were used instead of stainless nuts which could rust causing the risk of the keel dropping off the boat - Potential for a very dangerous situation. Do you have the receipts of the work? You could ask the yard who did the work to inspect and advise. Post up what you find and what solution you came to. There is a large contingent of Cals still being operated and we all learn from each other's successes/failures.
