Yes, you can do this, but it won't change much in the way of
fuel use. Industrial diesels usually are most efficient near their rated speed. Here's the data for a Cat engine:

Fuel Consumption in pounds per horsepower-hour. For a given horsepower load, the engine burns more pounds of fuel when it's run slower.
