I always thought it was wierd that the goverment issued permits that allowed discharges of pollution. We have an oil refinery nearby. In past years, the local paper has done a story on the amount of polutants the refinery has released into the surrounding environment. It's legal for them to do so, because they buy a permit. In John's example, if a dairy farmer was rich enough, he could buy a permit, the cows would now be permited to fart and belch and the government would be happy because they're getting paid for the farts.
Do farts and belches change chemical composition after a permit has been issued?
