federal cash assistance to the poor.
The bill was a cornerstone of the Republican Contract With America and was introduced by Rep. E. Clay Shaw, Jr. (R-Florida) who believed welfare was partly responsible for bringing immigrants to the United States.

1996 under his promise to "end welfare as we know it".

Let's thank Newt G. and the Contract with America for that reform!! But we will give a tip o the hat to Clinton for recognizing what the people wanted quite clearly after the 94 election. As it turns out...the republican bill is one of his few claims to fame!
