I'm just getting intro sailing so I'm not the final authority in the area but I don't know of a marina in Tampa proper with facilities. Treck is right the guys at TSS (Apollo Beach 1/2 hour drive to Tampa) are a super bunch but they don't have transient docks. The closest I know of is St. Petersburg Municipal Marina. Try this link
