While I'm not sure what it would take to spawn riots, I think the administration needs to be very careful about the policies and laws it passes. Some of the proposed gun registration laws will not be complied with by a large number of honest citizens. Once the honest citizens lose their respect for the laws, things can quickly go down hill. Law enforcement can not do their jobs without the support of their community.
