No, mine came attached to the spinnaker when I bought the boat. I assume the sailmaker affixed it.
As I mentioned above, it is pretty standard flat webbing, about 1.5-2" wide. I'm sure if you were handy at stitching, you could replicate it. Be sure to use water/rot resistant thread.
