I'm stumped (perko battery switch problems)

I am in the process of installing a bettery switch on my 27' Hunter. I recently removed the inboard, so even having 2 batteries is a little redundant, but my wife wants a lot of time on the laptop and I figured I'd use one battery for that (w/ a 15 watt solar charger) and the other battery for the house lights and water pressure (hooked up to the honda 9.9 outboard which I pull start but use as a charger when it runs). I wanted to keep the switch in case the house battery dies at an inopportune time so I could still have quick access to nav lights/ spotlight. Here's my problem:
with only the house battery hooked up (as # 1), the switch works fine- turn it off, everything goes off. Turn it to "both", everything still works, and turn it to #2 and everything goes out.
But when I hook up the #2, everything works in every position (including "off").
I have the neg.s running to each other and to the battery and to the accesory control panel neg terminal. The positives go into their respectice places on the back of the switch and the control panel goes into the "common
post. Nothing else is currently hooked up except the 9.9 going to battery one. I'm stumped. Any advice would be appreciated.
