Can't answer exactly, but Nigel Calder's book suggests overnight soaking of marine head pumps, etc. in vinegar to help clear out calcium buildup...a quick call to your Honda dealer might answer your Clr question...

Was the impeller part of the assembly you switched out to put the long shaft on your outboard? I ask because the lower unit of my 1980s vintage Merc had no sign of clogging of the water tubes, and I suspect a water pump/impeller problem if that also was switched out.

Another thought, is that it was pretty tough for me to get the drive shaft, shift shaft and water tubes all lined up when reinstalling the lower unit-it could be that the lower unit water tube isn't making a good connection with the power head water tube. The only way to figure that out would be, sigh, to dissassemble it and check it out...
