"Advocating"? No.
But if you run over my daughter and you have drugs in your system how can I determine whether or not you were under the influence at the time of the accident? You can claim the drugs were used "yesterday".

They all say they are only going to use drugs "in the privacy of their own home". And maybe they will.
Is it going to be up to the user to determine when it is safe to drive? How would he know? There is no test.

Alcohol is different. There is a test and most drinkers know what the legal limit is and so forth.
