The hub on a saildrive propeller is quite like the rubber hub in an outboard or outdrive propeller. The rubber hub is quite a bit larger than the barrel of the hub and is put in under considerable hydraulic pressure. Rubber hubs can "spin" for any number of reasons including "just because".
If you just need a re-hub and no other propeller work it should cost around $100 or so. $500 seems to be kind of abnormal.
