Well, I had same on my new boat (so new fittings). Apparently actual market is using cheaper steel from Asia, wich has a slightly different compound on carbon, although all of them could be 316. I found also, that some companies doesn't store SS hardware correctly, or even using incorrect mounting tools that contaminate the material. If your HW is correct 316, just keep it polished, closing surface gaps, and rust will fade away, eventually. I did polish my entire deck fittings, and rust didn't return after 4 months so far.
