Smile mooring buoys

When I lived in Severna Park on the Magothy, as I remember, people had to go thru the USCG for mooring buoys. Seems that for anything connected to the land you had to go through the county and the environment folks, on the water it was the Coasties. This was about 15 years ago so my memory may be faulty. Anyway it doesn't hurt to check
