Is it spitting water out the exhaust? If not,start at the thru hull fitting and start pulling off hoses to watch for water flow. Follow the hoses up to the raw water pump. On some motors, the raw water goes through a transmission cooling jacket first. If the impeller on your raw water pump self destructed, the little rubber vanes could be stuck in hoses and fittings after your raw water pump. Pull those hoses off too, to check. Also, have you pulled the ends off your heat exchanger to check it's condition. All those little copper tubes can get blocked by debris and restrict flow. It might be easier just to pull it off and blast some water through it with the water hose on the dock. That's where I would start anyway, without knowing anything further.
