Best Hull type?
(I am assuming that by the term ''double hulled, you mean an inner sealed hull rather than a catamarran)
Depending on the specifics of the boat in question, in a very broad general sense, your description sounds like a boat:
-with an uncomfortable motion, both rolly (because of the weight and where it would occur in a boat of that description) and fairly quick motions (because of the broad beam),
-that carries very little supplies (because carrying the additional weight in the second hull and heavy hull will use up displacement that would otherwise be used for a more ballast and carrying capacity. When you talk about small cruisers, how much weight that you carry and where it it is carried becomes very important),
-poor ultimate stability relative to its drag (due to its wide beam and the placement of lot of weight somewhere other than in ballast),
-which will be useless as a sailboat in lighter winds and which will take a lot of effort to sail (high drag due to the full keel and heavy weight means carrying a lot of sail area in most moderate to heavy conditions).
-that will be hard to steer (full-keeled beamy boats tend to develop a lot of weather helm and track poorly).
In other words, your description sounds like a boat offering good live-aboard comfort at the dock, but does not sound like a boat that would be very comfortable under sail or easily handled for short-handed cruising.
It also would not be an easy or inexpensive boat to build or maintain.
If comfort and ease of handling underway are important then I would suggest that you focus on a more moderate beam and displacement, Fractionally rigged, fin keeled-skeg hung, outboard ruddered 30 footer.
