harbor frieght has a 1000 watt genny for 109 when on sale. they will normally sell it for the last sale price even when not on sale you just need to ask. a 100 dollar solar panel will only give him about 2 to 3 amp hours per day. thats only 1 hour of a 440 gph pump.
i would buy the genny and keep it around as a loaner. then lend it to him, if he splits with it, its not a great loss.
