My main objection is that 16 is one thing, 14 quite another. That isn't like the difference between 50 and 48, the difference between children who are 16 and 14 is profound, and the difference between 14 and 12 is even bigger, etc. I know some sixteen year old kids who can handle themselves, I don't know any 14 year old kids who can.
