Peeling topsides paint

I have a theory that says that NOBODY looks at their low maintenance gelcoat deck one day and says "I want to spend time and effort and money in order to paint all this exactly the same colour and then deal with the increased maintenance issues from then on" unless there is something wrong.

Now the area that the paint is peeling may show a glossy lovely gelcoat deck....but once you start strippinf off the paint you will find one or two or three (or more) spots, patches, acres of problem that the paint was there to deal with. Unless you bought the boat from a lunatic (with the paperwork to prove it) I would bet that the places the paint is sticking to best (and thus not letting you get a look underneath)are the places that the gelcoat is worst/missing.
