No - you have that all wrong. We Yanks just don't want Bears to have semi-automatic ice skates like the cops.
I'm still trying to figure this part out "...nearly severing one of his legs while dragging him across the ice by his neck..." Who's neck? Who's leg? It's just all so confusing.
