Mineral spirits soaked in a terry rag may loosen up teak oil.If not,TSP and scrub pad should do it...if on smooth gelcoat you maybe can buff it off. The green corrosion sounds like it's on chrome-plated metal rather than stainless....but if truly stainless,any good polish should work. I like Flitz or Never-dull, for the rust stains,try Magica.
