Try georgefmys suggestions. I know that an acetone wipe with a rag will get the teak oil up but will also pull up any wax as well. Acetone will actually re-activate the gel coat which may not be a bad thing on an older boat. Wear protective gloves if you go this route. A slightly less harsh thinner like denatured alcohol would likely do the trick on the teak oil - just takes a little longer to evaporate.
For the winches you could try Marvel Mystery Oil which has rust inhibitors in it. Let it soak and rub it off with clean rags. Works on most metals.
