My 3GMF has a control clamp on the cable near the engine because there is a fine
line between too much & not enough drag on the cable, something I have to fiddle with every year. If you have, check the tension on it.
Also, once after leaving the boat for ~6 weeks, the throttle lever was rusted & stiff. A little WD40 & some manual exercise loosened it up.
