This is difficult to fathom.. if the keel is truly off center, it must have been put on that way which sounds unlikely. Any impact that might have shifted the keel would do obvious f/g damage in the immediate area as well.

As SF alluded to, if there's a moulded keel stub and everything's in line, then it should be OK and moving/replacing the front bolt won't accomplish anything.

When properly blocked on the hard, most of the boat's weight (and all of the keel weight) should be on the ground via keel blocks. The boat's hull should just be basically supported to keep it all upright. There should be minimal weight on the pads. If you see a concavity in the area of a cradle pad or stand pad, then either it's a very lightly built boat, or there's WAY to much weight on that pad. Try to locate pads in the way of bulkheads if possible.
