There is no one, single answer - the nav rules applicable are dependent on WHERE you are, in or out of COLREGs, etc. Also, there is a HUGE difference between what "precautions" to take and what "lights" you are required to display for safety. It also depends on if you are sailing, under power, drifting, anchored, etc...

There are no simple answers to complex issues.
