Simple. Keep asking "Who is going to pay for it?" And when he gives you an answer, repeat the question, sometimes with emphasis shifted to one of the other 6 words in that sentence.

So if he says "Taxes will pay for it."

say "WHO is going to pay for it?"

..and so on. Don't let up.

Since he really can't answer that question (because it's you that will pay), it stops him.

P.S. Same thing, only ask "Who will have the power to decide life or death" ..."WHO??" ..."Who specifically? Name the person. Which bureaucrat? What is his/her phone number?"
