While the Somalian fishermen may have started out attacking boats to protect their waters, the current pirates have NOTHING TO DO WITH FISHING. They are simply criminals looking to make a profit.
A 38' sailboat is not going to be a threat to fishing in any waters. They don't have the equipment to make a dent in the fish population in any significant way. If the pirates were really fishermen, what is their motivation for attacking innocent passenger vessels that are not involved in fishing?
The current pirates are just that—pirates pure and simple. The only real prudent way to deal with them is to kill them and burn out the nests that they operate from. If the people on shore don't want to clean up the problem, they're part of the problem. Either you're against the pirates or you're for them. The lack of anything resembling a functioning government is a huge part of the issue. Fixing that would go a long way to putting an end to the piracy.
