if Bush had "run on social security reform" he would have lost. He might have mentioned it once or twice but he didnt "run on it" even though he tried to pretend he did after he got elected. I am not making a big attack on Bush. He is not the first nor will he be the last Prez who tried to claim a mandate for something he didnt really talk about all that much during the campaign.
What Bush ran on was national security. We all can remember it since it wasnt all that long ago. A perfectly reasonable thing to run on but some distance away from social security.
