If the delivery captain is hired and his contract states he is responsible for providing the crew, I would guess that he is being paid to provide the crew, and should be paying the crew himself—not the owner—since he's already paid the captain to provide the crew. If he is not paying the crew, and asking the prospective crew to pay for their passage, it would appear to me he is double-dipping.

I did a few deliveries and the owner paid for everything. That is the way to make sure your boat will arrive in one piece.
