You may be able to remove the cutlass bearing without cutting it but you really need a threaded rod press that can be made up. If that does not work then you pass a hack saw blade through the bearing and then connect it back to the hack saw inside out then make a careful cut.

As for the rudder bearing it varies by specific boat so I am no help.
