you will find that most of the annapolis area marinas are equipped with bubblers, and for the liveaboards - they usually get together to get water in the off season and are in general a really good group.

Downside to the Annapolis it is pricey, and if you get behind a bridge there can be a wait saturday morning while everyone gets out to the bay. When the Navy has a game things stand still for people and traffic...we used to visit other parts of the state/bay/etc on those may enjoy it.

Upside to the area...most anything you want related to the boat or lifestyle can be had within a very short time or trip. Food is excellent and tons of choices for it. Smaller marinas down on the Rhode River, Galesville and the like can be bargains, and some have better options for the drive to DC..
