Mystic has no transient moorings, but there is a dingy dock just south of the Rt1 drawbridge. You can grab a mooring in Noank and dingy up the river.
Also, Seaport Marine allows a 4 hour tie-up for $25.
In Noank, Ram Island has free moorings if you are a member of a club. No launch service.

Stonington has a lot to offer IMO for a short visit. The lighthouse, fishing fleet, and the houses in town are worth checking out. The Dogwatch at Dodsons has free tie-ups for visitors. If the weather is good, their outside bar is a lot of fun. Otherwise, grab a mooring or use the anchor field. There are also two good restaurants with bars in town right across from each other on Water Street.
