Being a lifelong DC(ish, MD actually) resident, I have been to the Gangplank many times, some for boats. I have never tied my boat there. But as to where you could launch a trailer-able boat, did you consider the Washington Sailing Marina (other side of the river on the VA side, south of Reagan National Airport. They have ramps and what appears to be plenty of trailer parking. I have NO idea about rates but it is worth considering. Another spot you might consider is Fort Washington, they have some facilities to launch and I am sure for parking.

Your notes on the security are well worth noting; crime in that area is pretty high and I would feel somewhat safer with those gates as protection.
