From my understanding of sailing terminology (limited) a shoal keel is one that is a partial keel sort of a stub keel. On these models a swing keel is kept inside the shoal keel slot. The winch you speak of winches up the swing keel, usually the cable breaks at the exit point of the outer sheath cause the angle is too great. This also rubs away the lower cable fitting, sort of saws through it.
