I thought most 10 ft (3.1 m) inflatable can handle a 10 HP. But 9.9 sounds like a 4 stroke which are heavier and as previously mentioned watch the transom weight. I don't think you could find a hard shell dinghy capable of what a inflatable could handle. Also a RIB inflatable wouldn't be as easy to hoist on board. Deflate it and it will easily fit the fore-deck.
