The largest boat I docked under sail was a charter 35' in Annapolis. Engine worked just fine until we needed to start it to come in. Nothing. We docked under sail no problem and later discovered that the battery terminal had come off.

I did sail my 22' for an entire season with no engine. We sailed up a narrow channel to enter the creek and dock. I figured the British Blockaded the French Coast before the advent of engines and those ships had far less weather ability. Never needed to be towed in.
