If you mean the 'tiger stripes' ... this sometimes happens to teak if it gets too hot from sanding or scraping (or using a heat gun), etc. The best Ive found is to finish the sanding, then cover with clear saran, etc. plastic wrap and let the teak exposed for a week or so in the direct sun. Oxalic and other bleaches usually wont alter the tiger stripes and other 'sap rich' areas - but the direct sunlight will. If you apply a coating to this before the 'stripes' fad, they will stay that way.
