28II Mainsheet system

Getting ready to replace all mainsheet blocks on the Newport 28II. Removed the old 5 block system and probably will maintain the 5:1. Is the winch really neccessary to haul in the mainsheet with the 5:1 system?
I'm looking at Harken Carbo 57mm blocks, which fall under the Mainsheet load calculator of 850 + or - lbs with 18 knots of wind, but the Harken Tech Rep recommends 75mm do to the chance of overloading the blocks with the winch. Hoping to keep costs down!
Also I want to use the Small Boat (22mm) traveler system with 4:1. I plan on extending the High Beam track past the U channel to put the Traveler ends on with the cams.
Also is 18 knots of wind about right for the first reef?
I have never sailed this boat and towards the end of a restoration.
