What advice did the surveyor have? Did he say there is actual delamination, versus just moisture?

As this is a solid glass hull, I would suspect that any moisture around those fittings may likely reflect puddling on the inside, resulting in moisture absorption. Are there any low spots on the inside? If so, just keeping them dry and letting the hull dry may resolve the situation. If there is actually delamination, then the area needs to be cut back and reglassed.
