As Silvio notes, rules governing undocumented vessels are ultimately determined on a state-by-state basis. For what it's worth however, I can't think of any state offhand that prohibits a name and hailing port from being displayed on the transom of a state-registered vessel. I guessing you're looking for CA's rules specifically though?
